The recently out Public Affairs Index (PAI) 2018 put the state of Kerala on the top of the list among the states and union territories in India. It was just as expected. It was in fact mere a continuation of the most celebrated 'Kerala Model'. It's been pretty clear that the State Government's role in molding the so called Model is vital. We would come to know that State Government's role has been significant for the state being ranked top in the list of states and union territories. However, we should discuss whether the State's current position on governance is satisfactory and what are the themes and focus subjects on which the State should be bothered about.

Kerala could dominate only on five themes out of ten as per the PAI 2018. However, it should be examined that whether the domination over these themes are absolute or relative. It is quite clear that Kerala and no other state or union territory could obtain the point of 0.8 and above on any of the 10 specific themes. Child Development, Provision of Essential Infrastructure, Support of
Human Development, Women Empowerment and Child Protection, and
Environment Protection are the five themes on which Kerala has a clear edge. Kerala's performance on other themes is just awful as it could not score more than 0.50 on as many as four themes such as ease of doing business, fiscal management, transparency and accountability, and status of crime and law and order. The status of all states and UTs is pathetic on law and order as none scored above 0.40 and above.
However, Kerala should focus on making the business so easy by breaking all the bureaucratic tangles of opening and running an enterprise. Similarly, the status on law and order situation also makes the State quite disturbing. The prevalence of violent crimes and atrocious policing brought down the scores of Kerala and other states and UTs significantly.
While it can be noted that no state or UT has absolute advantage over any of the indicator, it could be understood that the performance is just relative on all indicators. (Public Affairs Centre, 2018)
